Planning a BI project

What Is Data Strategy Consulting, and Why Does It Matter?

Data strategy consulting assesses your reporting, picks a platform and sets governance rules. What that looks like in a Power BI and Fabric project.

Data strategy consulting is the work of assessing how an organization collects, stores, and reports on its data, then setting a plan for the platform, governance rules, and reporting structure it should move to. For a company already using or considering Power BI, that plan usually covers three things: how the semantic model and workspaces should be structured, who can see and publish what, and the order in which existing reports get migrated or rebuilt.

What the work actually covers

A data strategy engagement typically starts with an assessment of where the organization sits, since the plan looks different for a company running entirely on disconnected Excel files than for one with a partially governed Power BI estate.

Maturity level

What it looks like

Typical next step

Ad hoc

Reports live in individual Excel files with no shared source of truth

Consolidate source data into a single Power BI semantic model

Centralized reporting

Reports exist in Power BI, but workspaces and access are unmanaged

Define workspace roles, naming conventions, and a publishing process

Governed model

A shared semantic model exists, with row-level security and documented measures

Extend governance to deployment pipelines and change management

Platform-scale

Data first reaches a lakehouse or warehouse (Microsoft Fabric) before it reaches Power BI

Formalize a medallion architecture (layered bronze, silver and gold data stages) and a data quality process

Most organizations sit between the first two levels. The value of the engagement is naming which level you are at honestly, since a governance framework built for a company at level three does not help a company still stuck at level one.

What a data strategy engagement produces

  • A platform decision. Whether the reporting layer stays in Power BI alone, or whether raw data first reaches Microsoft Fabric before it reaches a semantic model.

  • A governance framework. Who can publish to which workspace, how row-level security is applied, and what naming convention every table and measure follows.

  • A migration roadmap. The order existing reports get rebuilt on the new model, usually starting with whichever report the most people distrust.

  • A data quality baseline. Which source systems are reliable enough to build on directly, and which need cleanup before a report built on them can be trusted.

A common pattern: a company has years of customer data spread across a CRM and several Excel exports, and nobody trusts the sales numbers because two departments calculate "active customer" differently. The fix is rarely more data. It is one agreed definition, built once as a shared measure, and used everywhere instead of recalculated per report.

When to bring in a data strategy consultant

Consider it when reports across the organization disagree on the same number, when nobody owns the decision of who can access which data, or when growth means the current Excel-based process will not survive another year of volume. Our data strategy roadmap guide covers turning an assessment like this into a sequenced plan, and our data governance guide covers the access and ownership rules in more depth.

FAQs

What does a typical engagement with a data strategy consultant look like?

It starts with an assessment of current reporting and data sources, moves into a platform and governance recommendation, and ends with a prioritized roadmap for building or migrating reports. For a Power BI-focused engagement, that roadmap usually names the first two or three reports to rebuild on the new model.

How long does it take to develop a full data strategy?

An assessment and roadmap for a mid-sized reporting estate usually takes a few weeks. Implementing the roadmap, rebuilding reports and setting up governance, takes longer and depends on how many source systems and existing reports are involved.

What industries benefit most from hiring a data strategy consultant?

Any industry with several source systems feeding conflicting reports benefits, but the pattern shows up most in retail, manufacturing, and finance, where sales, inventory, and financial data typically live in separate systems that were never designed to agree with each other.
